Glen Rock was founded in 1837 when William Heathcote, an English woolen manufacturer, purchased 93 acres along the South Branch Codorus Creek and built a mill to tap into the water's power. The village grew quickly around the mill and the railroad that soon followed, and was formally incorporated as a borough in 1859. The town's name comes from the poetry of Sir Walter Scott, a favorite of Heathcote's.

Glen Rock sits on genuinely hilly terrain, with the hills around the Codorus Creek valley rising nearly 250 feet through the borough — a landscape reflected in its National Register historic district. The town is also home to one of Pennsylvania's more unusual traditions: since 1848, the Glen Rock Carolers have sung through the borough's streets every Christmas Eve without interruption. That deep-rooted, hillside mill-town character sits on the same limestone-influenced geology found throughout South-Central Pennsylvania.
